Quality Control is a system of careful planning, continued inspection and corrective action on FFT projects to verify and maintain deliverables that are cost effective, complete and of an acceptable quality. Quality Control is focused on the deliverables.

Quality Assurance is a program for the systematic monitoring and evaluation of the process used to produce the deliverables. Quality Assurance is focused on the process.
 
Both of these techniques must be performed to ensure FFT projects meet the goals of the program.
 
As designed by the FFT Audit Team, the MFR Audit Process will comprise five systems:
  1. Monitoring
  2. Inspections
  3. Completion (Performance) audits
  4. Recipient agreement reviews; and
  5. Financial audits
Monitoring and Inspections will be conducted by MFR Staff directly or through third party contractors and will be incorporated into a performance audit. Ministry Staff will be responsible for ensuring that the Monitoring and Inspections are conducted and the results submitted to the Lead Auditor. The results of monitoring and inspections are incorporated into a Performance Audit completed by the Lead Auditor.
 
Monitoring is an informal process of conducting walk-through's, examinations (check plots) and observations of field activities and is done without any formal notification to the Recipient.
 
An Inspection is a formal review of the field activities and is done if monitoring raises concerns about the quality of the deliverables.  It is done after the Recipient’s Quality Assurance has been completed. The results of these inspections will be the basis for determining any corrective action if necessary. Recipients are encouraged to participate in the inspection.
 
Audits will be conducted by third party contractors and observed by MFR staff. The Lead Auditor will be responsible for ensuring that the Completion, Recipient Agreement and Financial audits are conducted.
 
 
An Audit is an official written report that examines and verifies accounts, state, records, controls and accuracy of information. Its purpose is to improve appropriateness, safety, efficiency and mitigate risks to the crown.
 
The FFT program will be conducting three types of audits:
  1. Completion: – Formal office review of projects, reports, files, etc.
  2. Recipient Agreement: – Formal office review of administering the Recipient Agreement.
  3. Financial: – Formal review of all financial records.
Confidentiality & Freedom of Information and Protection of Privacy
 
Audits contain confidential information of the MFR and the Recipient or third parties which is commercially sensitive and the disclosure of which may be harmful to the business interests of the MFR, the Recipient or the respective third parties.
 
Therefore, pursuant to section 21 of the Freedom of Information and Protection of Privacy Act RSBC 1996, c.165 (“FOIPP Act”) this document (i.e., audit report) Should not be disclosed to applicants under the FOIPP Act. Note: This clause is stated in all Audit Reports.
